A bill that would help Puerto Rico manage its $70billion debt pile was introduced in Congress. Thelegislation would set up a financial control boardand restructure some debt. It has bipartisansupport, but is opposed by some of the Americanterritory's creditors. The governor of Puerto Ricowelcomed parts of the bill, but worries that a financialcontrol board would be too powerful.
